While the matter may be the same, it isn't the same river. For it to be the same, everything must be exactly as it was, including the exact shape of the river, right down the the most minute particle of water. For it to be the same river, it must also have the same temperature, velocity and inhabitants. Whilst there is finite matter, there are infinite possibilities of how it can be arranged.
